PUP-30: Sustainable Emission Reduction (SER)

Thanks @RayBorg for calling attention to this. I really appreciate the way you look for areas where parameter settings can be optimized, and I really appreciate your support for increasing MaxValidator and StakeWeightCeiling, on the other drafts.

I agree that it is time to do a fresh evaluation of the Servicer/Proposer/DAO treasury allocation of emissions. Particularly to make sure incentives align with the system behavior that is desired, as well as to make sure DAO is properly funded for its ongoing funding needs. In addition, we should start thinking about FishermanAllocation which gets included into the mix in v1.

That being said, I see no evidence (yet) of downward trend in either validator threshold or total/avg validator stake. With the recent PNI unstake, as well as the cod3r (11 validators) and pokt.live (7 validators) unstakes that post-date the PNI announcement, the threshold (after accounting for jailed validators getting unjailed) still sits at ath 72.1k POKT. The avg has dropped with PNI unstake (the cod3r and pokt.live unstakes don’t really affect te average) - but this is only temporary, as their plan is to restake all that POKT into a single validator after the unbonding completes. As soon as that happens, the total/avg POKT staked will rise to a new ath - probably about 92 M POKT.

Let’s monitor the situation. The completed picture should be known by the second week of April. Let’s revisit then regarding the concern that node providers are loosing interest in running validators at current allocation levels.
